When traveling though new terrain, around a 200 block diameter can be seen by the player. This means that around 500 perfect walks are required to find all shrines. There is only around 0.2% chance per unknown shrine, the percentage is larger where there are more unknown shrines. This percentage is the chance find a shrine if you travel like this from one world border to the other, and 0.1% chance if you start from spawn and go to the world border. It's currently unknown if shrines spawn on water or underwater. Maps are basically useless to check what terrain has been generated due to being very buggy.
